These are optional static areas which can be configured to add static or dynamic content, like images or a list of recent posts or comments (which updates dynamically - you don't have to lift a finger).
These are called widgets in the pre-block theme template jargon.
Each theme supports a variety of widget positions, which should stack vertically on a mobile responsive theme.
Widget management is enabled in one of 3 ways, if you want the old way, activate the classic widgets plugin, the new way is via the Customizer and the 3rd way is using a Full Site Editing theme.
