From the Easy WP Guide

The various Appearance menus allow you to change how your site looks and behaves. If your site has been setup for you by a third party then it’s more than likely that you won’t need to change any or many of the settings in here.

On OurLocality a narrow range of themes are available, so you should work within the template constraints and use blocks and block patterns to create your site.

The main alternative appearance options are governed by whether you are using a traditional theme and the Customizer (quite easy to manage but less flexible) or a block based theme Edit Site option (much harder to manage but very much more flexible).

The block based theme idiom is referred to as Full Site Editing or FSE.

In the traditional idiom you can manage widgets (sidebars and columns) in the Customizer, whereas in FSE you would have to identify which template to alter, bearing in mind also that such templates have reusable components (template parts) that might appear in other page templates. Page templates might include - front page; blog or news posts page; 404 page; search page; search results pages ... so quite sophisticated really.
